CIC Recommends...

Support law enforcement. We urge all parties in the industry to fully support the ongoing investigation.

Random, professional audits. How many millions of dollars would have been saved if clearinghouses had been adequately audited? Likewise, who was watching the coupon distribution process when tens of thousands of inserts frequently went missing?

Real store verification. Clearly, a questionnaire and a phone call do not adequately verify the existence of a store. The industry must know whom they are doing business with before handing over the money.
